I have to dispute that. I levelled from 16-17 doing almost nothing but killing Empyrean Watchers. NO faction hit whatsoever, and believe me, I was watching it like a hawk.
Besides, faction affected creatures will always go hostile to you BEFORE they go aggressive, except for Land Sheeries, which go aggro. after you kill just one.

maybe this is just a factor of the age of this post, but rarely have I seen more misinformation in one spot.

Empyrean watchers are on Empyrean faction. You should be fine killing just one for your quest, as their faction is easy to gain back : siabras are their ennemies.
Note that empyrean wisps and orbs have no faction.

I would like to know this also. I have a side quest which requires me to kill a watcher to get a burning red candle. I am reluctant to do this as I have had to interact with Empyreans during the epic moonstone quest.
I have noticed my faction go up with Empyreans for killing certain stuff, I think some of the Siabras or Curmudgeons. Anyway they are still neutral to me.
