I've been fighting mud golems mostly at level 16 they con even to me (which is also wrong cause they are listed as 14-15 on this site. They are 15-16. These guys con all orange to me 16. If there are even con ones at 16 I have never seen them but they are at the very least 16-17.

If you head across the bridge from the Retreat (heading towards Cornwall) they're on your right as you follow the shore after the bridge.
