TORHead is still listed as a 'beta' nearly two and a half years after release of the game. It shouldn't be much of a surprise that anything related to ESO is behind the curve.
The wheels of bureaucracy apparently grind slowly, if at all.
If it were WoW related, on the other hand, it would be done early. Some pigs are indeed more equal than others.
