I've gotten the same item off the Tegs Rovers and Rangers in Snowdonia. So I guessing its a random generated item. +7 Piety? I know that the rogue or fighter classes don't need piety. Seems to be more a Reaver item than anything else and of course you should be a thrust using reaver at that. It salvages for 10 bars of netherium which is about all the use I've found for it.
