no its a random monster drop not a one time drop so it should not affect your chances of getting it if you already have one

I got my cloak last night. A friend of mine got his a few days earlier off a protector. I was pulling a protector but also aggroed a Tomte Hoodoo. The Hoodoo actually dropped the cloak. Real Nice!

The majority of or all drops in dungeons are random, not specific to a single mob. They do drop within the appropriate level range, so a guard won't drop a level 8 item. Therefore anything yellow or orange to a lvl 15 should drop this, rare though it may be.

Got one off a protector today.. so not just guards drop it

Looks like it's a very rare drop in Nisse, got one off Tomte guard one room away from Nisse.
