Stats match the picture, not the posted stats. Charisma instead of Constitution.

Have never gotten Goatman Mantle in Briefine but the Goatman Mantle that drops from the Pookhas in Connaught, near Drum Ligin, Has 6 Cha and 6 Emp, rather than 4.

No, this cape doesnt have a design.
The only 2 capes I know with a design in Hibernia is the Mantle of the Regalia and the Vaporous Cloak.

The Spinner's Cloak from the Spinner's Cloak quest also has a design on it., bordered cloak with a wavy patter in the middle

Not only do we get cloaks with designs, but they have good stats, too. No need to get rude with "***** you" because someone asked about a cloak, either.

Um, yes we do... try looking up the mantel of regalia. Gold trim, Grey textured back with red lineing.
