It's from Celtic Liches in backroom from Celtic Warriors in barrows. Drop rate varies.. last night we were in for 5hrs straight -> 1 drop.
Today, we had 2 drops in 30mins.

In the upper right at the Trees / Sacrifical Souls / Skeletal Druids room is where we got it to drop.

Need to kill the skeletal druids in the back. In a full group the druids come 3 at a time...

The first time I went with a group to Celts they took me to the back room, the one that looks just like the Dai room behind the crypt in Keltoi, had 2 of these drop in like 10 mins. Don't remember the MOB tho...something back there
