A couple of patches ago, they boosted the stats of a lot of quest items. The new stats for the Heavy Pull Short Bow are:
13 Dexterity
12 Quickness
Also, there is a 10% bonus rather than 5%.

I have a lvl 26 Armsman that can train in Crossbow but its a total waste of spec IMO. We were made to for our meelee damage output, that is a sucky quest to have to do though.

This is a complete waste of time for Mercs. Considering the ungodly length of the quest, I expected much, MUCH better. Atleast a good armor piece, or a misc. item.
Instead, for hours spent running from Snowdonia to the Station, to the valley, back to the Station, back to Snowdonia, back to the valley, back to the station, back to Snowdonia, etc. I get a pull-tool.
This epic quest was the death blow for my mercenary.

Well maybe its just me, but I play a merc who just started using this bow and I find I've started to hit more often when pulling now. I think even though we can't train in short bows, the stat increase does help very slightly. Just my opinion, not sure if its right or not, but its how it appears to me.

The 5% bonus means you hit 5% more often, or so I've heard.

it means short-bow, but they put long-bow

Anybody want to explain to me why a Merc only weapon requires the Longbow skill, which they don't receive. And short bow isn't trainable. I have been staring at this wondering if I am missing something.

If you look at the screen shot it say's "bow" not long bow.

Yeah, but shortbow skill for mercs is still NOT trainable. Maybe it gives a bonus as if you had this imaginary skill. Maybe Mythic is thinking of letting mercs train their bow skill. It's a nice pulling weapon anyway.
