This item was being dropped by flame throwers as a bug. Flame throwers were getting the drops normally associated with Orms in Vanera. This bug has been fixed and you can no longer find this drop, along with several others that were in error.

I also found this item in Muspelheim at around level 25. I believe this was a bug though, which may have been fixed since then.

My lvl 26 zerker got one from a Flame Spout in Musp. Str. +7, Dex. +7, Hits +15. Goes in the wrist slot. Works great.
