The guy at the top is talking about the epic weapon you get at level 40, which... because it is 100 quality makes it just a little better than both the golden alloy and this weapon.

i have this in my back all i can say is so so, orange in color nothing outstanding but the speed.
recently it changed to proc dd and IMO epic weapons r a lot better coz of qua issue. it drops off from the jotun coutcasts its true not remember is the uber outcast or not just sure not neccessary the named one just normal or uber outcasts.

FYI the Outcast Jutons that drop the Runic Manslayer are higer in lvl than the Draculvs in Malm that drop the Golden Alloys. Just because it drops in Malm does not make it an epic weapon. These two swords are nearly identical, but for the speed and bonuses. The Golden has much better bonuses however the Runic kills in RvR where you need a bit more speed on some casters who's bladeturn recasts faster or almost as fast as the Golden can attack. Also unless it is a typo that was fixed in last patch the Runic procs a DOT while the Golden has a normal 100ish dd proc.

What level is the mob which drop this please ? Lvl 70 ? Or this is a mistake in DAoC ?

Nah, also attendants drop GA weapons and they are orange to lvl50.
Jotuns are red to lvl50... :)
