Left click on the item, as if to pick it up. This will place an icon on your cursor. Click on the Quickbar to drop the icon there. Click on the icon or press the corresponding # key as you would any other spell.

got the same problem here i made a bug report for it
It also drop from Svartalf Hunters, that's where I got mine.
