Most likely you're not of the right level to use it. You have to be level 40

When I try to use this staff's magical ability it says, "You attempt to use the Staff of the Leaping Flame." It doesn't actually do anything, though.. I took it to a recharger and have had it recharged... still, the same thing... doesn't work. Anyone have any ideas on how to get this staff working?
