i did this quest at level 7 with my kobold hunter, i was hoping i would get the arms, but i got that tail, now i cannot do the quest again? any ideas as to why?

I got two of this item but only one bonus works, is it normal, or a bug ?

Probably something Mythic purposely bugged so that you would only use one of this item. I would suggest donating the other to your guild if you have one, or giving it to a friend who might need it. =)
