This is also the reward for Reavers. They cannot currently equip it, but I confirmed with a CSR today that should be fixed in the next patch.
This nice armor is a reward for the quest named "The Hunt for the Arachneida". It starts in Campachoredin Station, from the.. avalonian local who is standing next to the guard tower, name's Kealan I think. I may be wrong, it can be some lvl 14'ish quest but don't quote me on that, did it long time ago..
In any case, this armor has a good look and is well worth the hunt. Not to mention that it aint bad at all to smack up a spider of a size of the truck, not to mention the fine amount of XP you can get during this quest. Loot will be quite sellable too, though nothing too fancy (on looks, stuff is spider parts :-)
Quest takes place where the bloated spiders spawn, to right long ways from the Caer Ulfwych, when you have it behind you.
