Speak to Epona, the healer by the bindstone in Mag Mel. She asks if you've seen the dragon, tells you that a young bard named Harris MacCullogh, has been put in charge of the investigation, and asks you to report the latest sighting to him.

Go talk to Harris MacCullogh. He's in the front courtyard of the castle at 24.2, 24.6.
