.... well I figured out what happened to this quest. When they had all their Halloween things, they changed to pups into cats, so now the quest works after they changed them back to normal.

Every time I try to get the pup from Naois, she keeps giving me a cat. I can take the cat, of course, but when I go to drop it off with Gogarty, it does not complete the quest. So where is the d*mn dog?
The quest is now for levels 9 - 12.
