He does wander about a bit, I found him around that area though eventually.
Found him at 41.7 11.2 Yggdra (in front of the Fenrir Fort) on Gaheris. He was a valkyn stealthed. Pally 50 gained 651 champion experience from the miniquest and 33 champion experience from the kill.
