The Hibernia Lieutenant says "There are numerous ways to help our realm; not all of them lay on the front lines. You should head to the town of Howth and see Lasrina about how you can help there. I'm sure she and her associates could use a fine adventurer like you."

Step #1 Travel to Howth and talk to Lasrina to see what's going on in the area.

As soon as you click on her you finish the quest. Lasrina just talks abt the town but asks nothing of you.
