'An Arcron' doesn't seem to be a placeholder, it can be up at the same time with Tergat.

After camping the "an Arcon" tent for several sittings and no luck; I began to investigate possibilities. All the rectangular tents have an ordinary mob in a corner of each of them. After four rounds of spawns Tergat did indeed spawn in the Orator tent LOC -1272, 450, -46. Perhaps he can spawn in any tent; although I've seen Feht in the small tents.... On to the next zone! :P
Also, a peculiar thing to note: Tergat's drops are ATTUNEABLE; only the northern Valley names dropped attunable items, yet Tergat is about as far South as one can get!

Yes, I eventually found him hidden in the Orator's tent. Luckily, I only spotted him when the tail end of his text poked through the tent!
The "An Arcon" in the next tent is probably a red herring.

Bidaum was right (thanks!), Supply Archon Tergat spawned inside the same tent as the Prophet of the Orator.

He spawned in a small round tent at location -1150,+370
I can confirm this, small round tent to the north of the eastern-most rectangular tent in the southern camp.
Spawned inside the rectangular tent that houses "An Arcon" -- LOC neg1255, pos365. PH type varies ranger, impalers, troopers, soldiers all showed as placeholders.
Uses the spell effect Archon Grenade which includes a knockback. Keep levitate on for the fight.

Spawned in a tent in trooper camp near Sarith zone. Location -1261.79, 440.60, -45.18.
Nothing special about the fight really. About 2.75 million HP and rampages.
