  2. Speak to Angeolique Griphonac on the radio

Rewards:

Actually, everything in the zone can drop the Badges, even skeletons.

The Cult Badges are not removed from your inventory when the quest completes, and as usual they are nodrop, notrade and nobank so you have no way to get them out of your inventory.
