Rewarded as part of the Claim package for purchasing Electrum. If you have ever purchased Electrum, then any and all of your characters (on the same server) can go to Claim Rewards, once per character, and collect this as part of a reward package.

Although the name indicates this is a Patron's item, it is NOT a part of the set and does not count towards the Set Bonuses of the Patron's set.
