They should have called this quest "Reindeer Genocide" because that is what it takes to spawn the Elders. They are easy to spot at a distance even without mouseover, as their antlers are much larger and darker.

On the bright side, by the time you finish this quest you will have STACKS of the High Quality Antlers you need for the Daily, Strong Medicine.

The in-game "follow" is not really wrong, just misleading, as the "follow" takes you to the very southwest edge of Frostwood Valley. Go to Frostwood Valley, just to the north of the Resurrection Circle near the above loc, and kill all the Giant Antler Reindeer to spawn the Elders.
