This armor is Tier 3 Fabled Void Shard Armor, introduced with GU51. It is purchased from Borden Chargehammer on the docks at the Shrine of Thunder in Lavastorm using a pattern and the matching piece of Tier 2 armor (which must be unequipped to complete the purchase), but first you must take a mold, from one of the x2 raid instances, to Assilus Poisonbolt, also on the docks at the Shrine of Thunder in Lavastorm, and give him a number of Void Shards and the mold to buy the pattern.
