Borgil displays a Quest quill over his head but at first glance his only purpose appears to be to separate needy Norrathian Express users from 30 . If you do not have 30  and ask him if you can work it out in trade, he offers to give you a Radiating Gem of Casting Haste in exchange for some ember hornet wings (Borgil's Hot Wings).

Since The Ember Hive and Gorowyn: Hornets (repeatable) both want you to kill Ember Hornets as well, this seems a fortunate concurrency.
