Ambassador Erazak sends you to see Overseer Tenito Viscus at 72, 0, -13 in Scale Yard: Traitors' End (the entrance is in South Freeport at -65, -25, 286 ).
Talk to mob:accused citizen about challenging for release, Gorowyn style. She's next to the Overseer.
Fight and kill the accused citizen. Be careful of area effects here!
Return to the Ambassador's office. As you approach a mysterious sarnak appears and hails you. Talk to him.
Talk to the Ambassador.

Prompt the conversation between the Ambassador and Arkuri Dry'Tak (the mysterious sarnak) to receive the next quest.

Grand Duke Lazarus Hazran, of the Freeport Militia, has sent a message to Ambassador Erazak commending him on the efficiency of sarnak justice. Included was an invitation to me to observe the Freeport penal system. I am to meet with Overseer Tentio Viscus in the Scale Yard.
