1. Enter The Baubbleshire: Vale's Shadow via the gate at 816, -21, -529 Copy in the Elddar Grove (Qeynos Province District).
2. Speak to Blint Tizzlespring In Baubleshire at 837.53, -19.23, -517.28 Copy
3. 
   Collect the Clockwork Study Diagrams. They're all in buildings.

4. Return to Blint.
5. Repair the broken clockwork at Blint's feet.
6. Hail Blint.
7. Return to Tilla.
8. Go to The Concordium Tower and speak to Apprentice Librarian Cippin (up the red teleporter).
9. Confront the necromancer in the Concordium Tower. (You'll be ported to Syndra's Rampage.)
10. Kill Syndra Del'zeem.
11. Return to Cippin.
12. Find the secret entrance Starcrest Commune: Shattered Sanctum at 703, -19, 233 Copy .
13. Destroy the study materials from the portal guardians (just kill four of them)

14. 
    Destroy the necromantic research. these are books in buildings.

15. Return to Cippin.
16. Meet with General Golias Sydwen in his office at 561, -10, 154 Copy in South Qeynos.
17. Watch Queen Antonia Bayle stand up for Ratonga.
18. Return to Tilla.
