It seems that there are conduits out in the plains of Iceclad Ocean that are helping the lesser ice shade channel their charming magic. Those foci must have a source near the Tower of Frozen Shadow, and if we can find and disable it, it might weaken the magic cast by the ice shades. I should search near the base of the Tower, and keep in mind that the source is likely under guard.
