Shimmering Citadel : Poets Palace : The Second Mirror.  

the quest may be bugged have placed the steel statues 3 times now and the quest does not advance
not sure why

To do this part of the quest, its best to have a group simply to make the job more efficient as it can be time consuming if done solo.

When you enter the large room you will see a large group of pedistals. The only ones to be concerned with are the 18 placed around the perimeter of the room. The statues go on these. If you inspect each each statue you will see it tells what its made of and how many runes are carved into it. The set of statues on the table of the first room are brass. In the pedistal room, starting with the pedistals on the far left, inspect each one and it will tell you a number of runes are carved into it. The brass statues go on the brown pedistals, 1 - 9, starting with the first brown pedistal and working to your left. You will know you have placed the statue on the right pedistal because the statue will appear to "come to life" When you place the last last brass statue the brass pedistals in the center of the room will have cyclops statues spawn on them. Kill them.

Return to the first room and you'll see the table now has five steel statues numbered 1-5 . Follow the same procedure. The five steel statues will be placed on the blueish pedistals the same as the brass statues. Again when you place the last steel statue, cyclops statues will appear on the steel blue pedistals in the center of the room. Kill them all.

Return to the first room and the table will now have four platinum statues on it. Each will be numbered 1-4. Move them to the large room and doing as before, place them in numerical order left to right on the remaining whiteish colored tables. After placing the last platinum statue Aysor the Mighty will spawn. Kill him and the Eye of Aysor will spawn. Kill it to get the complete the Second Mirror quest.
