As of right now on Uthgard 2 classic freeshard Kedoenad sells poisons lvls 1-22, the last being 'minor enervating poison' and the location is not the same as the dye merchant version of this NPC.
Instead he's to be found in the Guild of Shadows near the Fletchers Master, at loc 25117 19163 8007 dir 348
