I just had this cloak drop last night (after patch 1.53) and the stats on my cloak are different:
CON +4
DEX +3
STR +3
FYI
Resplendent Mantle

has anybody had any trouble embleeming it? My friend has had trouble with lined cloaks before.

After buying one, I got a few levels and started hunting Banishers on the ledge as the other poster said, and so far have gotten two, it's sad because I've almost outleveled the dungeon and already one has worn out

Ive seen about 5 of them drop on the ledge straight ahead through the main enterance, and 0 anywhere else. Could be a coincodence but that seems to be where they drop the most.

I got one of these off a mob, it was just random i think cause i wasnt to far from the zone when it droped

I think its random ... like sometimes u cap mobs in the hardest bottom room and they dont drop anything :/ ... sometimes a tiny goblin drops this Mantle or a Vindi BP :)

Agreed. I believe its all random. The only things ive seen drop so far are a vindi helm, which was dropeed off of a 'tiny goblin' (=
