The first part of the quest is to find the missing stable boys friend, deliver a flute to stableboy in Salisbury Plains, then you get this quest. A nice best for casters. I used the belt of animation from Mulgrut quest till this belt. so i didnt have to search to hard for good belts.

the lvl for the quest is worng, i did it at lvl 13 or 14 , cant remember

I cant say for sure what the minimum level is, but I just finished this at level 11.
I got this at the completion of Sir Gleran's Lost Necklace quest.
