Does it proc at level 40, or higher? And, HOW does it proc ... the Shift+I information talks about Power required and Casting time ... I'm a Zerker with no magical powers! ;-)

This is a midgard item.its also not beserker only. i know cause im a skald and i use this weapon. It is completion of epic quest.
Pure melee (as in not shamon hunter caster ect) have the same epic.
when the class finishes epic for their weapon, they can choose hammer sword or axe. 1 handed or 2 handed. none of the weapons you recieve meaning whichever you choose is class specific. This weapon also has a proc FYI. (image broke)
