I got a smaller variation of this from a Blindsnake, its called pitted Long Gnarled Tooth and has 2 sword and some dex, no proc and 70% quality.

I just got one last night from a Hallaratta.

It turned yellow and started procing at lvl 37.
The proc is very sporatic. Many battles nothing at all, then maybe twice in the same battle.
It definately does not proc every 3 seconds.
The proc is cold damage, blue expanding circle effect. Usually does between 40-80 direct damage.
Some higher level mobs have resisted the effect.
I rarely use the weapon anymore, opting to use a fell cats razor tooth (or something like that) that has a speed of 2.5 and DPS of about 14.5 and no proc, which does more damage in a battle than the gnarled tooth even when the gnarled tooth does proc once or twice.
Procing weapons have been a big disappointment to me so far. The randomness and infrequency of them procing make counting on the proc virtually useless and thus I just use weapons that are higher level than I am for their reliably better damage.

forgot to mention I am lvl 38 now, so I used this weapon alot from about 35-37, then as soon as it started procing, I got the fell cats sword which doesnt proc but does reliably better damage.

I too go this item off a blindsnake in Spind.
I am lvl 36 now, and it is still orange.
This seems to be a very rare drop, I have not seen anyone else with one yet (besides Glutious's post above). The speed on this is great.

I am lvl 37 now, it has turned yello, but I have not noticed any procing.
