The Thrall Keeper will now give out this reward as part of the quest. You can only receive this quest at level 4. Kill escaped thralls and bring the chains they drop to the slaver in Vasudheim. He rewards you for every 3 chains you bring him. Make sure you are looking for "thrall keeper" loc=42300,7908,4548 for this quest Story: Well met stranger, I am glad you have taken the time to speak to me. I have need of your skills if you have the time. My comrade, Jierec and I were on our way to Mularn when the thralls revolted and escaped. I was feeling ill and three of the fell upon us while we were preoccupied. Jierec left me here with the remaining thrall and [went in search] of the rest. He has yet to return from the hunt over there. I dear he has met his fate and traveled beyond this life. I would not ask you to return them alive, yet if you could assist and return to me their chains I would be most grateful. Summary: Locate the escaped thralls and obtain their chains, then return to the Thrall Keeper. Quest Goal: Kill three escaped thralls for their chains. (3) Story: Thank you again for assisting me. My master was quite pleased when I told him of your offer to help. He told me that if I saw you again to give you this money. I hope it serves you well. Thanks you again (Your Name.) This is now a level 8 quest since latest patches.
The reward is a set of pants appropriate to the class that has undertaken the quest.
They con orange to a level 8.
They sell for large amounts of gold (at least for a level 8 it is).
This is based on what I have seen on the Ector server.

When i did this quest at lvl 7 I got a pair of "Old Svarskodd Leggins" +6 Dex., 1% crush. AF: 7. This item was "Green" to me. Thralls con'd gray.

I didn't get this quest at level 5, probably bugged.

I can't get this with a lvl.5 Rune, nor the Sveabone Hilt, or Tric's lost list...I know its not important, but I'd feel better knowing I got them.

I got the quest as a level 5 Seer.

i can't get the quest at lvl 5 or 6 with my troll thane as of dec 21 so maybe its broken or race class dependent.

I've only seen this quest show up when grouped. Do you have to be grouped to get it?

No. I got it with my Thane at lvl 3 or 4 and i was soloing.

Just tried as troll thane lvl 5, the keeper didn't even try to talk to me.

I have done this quest b4 with my Thane..but I couldn't get it with my lvl 5 healer..
I tried checking into this quest at 4th, 5th, 6th and 7th with my Norse Thane and did not get anything. Class/Race specific perhaps? I sent a bug report of it just in case its broken now.
I did not get this quest as a lvl 5 berserker

I did this quest at level 4. Nice xp and cp. But not very good roleplaying, I feel sorry for the poor thralls...

The description says that he rewards you "for every three chains" you give him. Is this true? I thought you could only do quests once (though I admit I never tried this again after I completed it.

You will only get the quest once. I grouped with a friend for this quest, then later grouped with someone else doing the same quest. The second time they got the chains, I only got XP

where can you find the escaped thralls?

If you're facing the Thrall Slaver, while talking to him - turn around 180 degrees.
You'll see a little hut about 150' in front of you, next to the water. At this hut are the thralls. There is one outside, and two inside.
The front thrall can be pulled solo with proximity pulling, the inside thralls will usually come together with proximity pulling.

The name is not Slave Chains, it's Brutal Chains. Be sure to use the /quest command after completing a quest to get the correct name.

Slaver isnt actually in the town, he is standing to NorthEast of the Crossroads....head west out of town, you will see him on right side of road right before the crossroads.
