I found Ciraron Webweaver at exactly 50765, 28412 in Camp Forest. Might be helpful to someone.

Okay just did this quest had to go kill Ciraron Webweaver. I had to camp the bloated spider spot for three days to get her to spawn. I even had a lvl 48 friar give me a hand. We killed every thing in site got the arachneida to spawn kill it.
I even lvl one time waiting for Ciraron to spawn.
When Ciraron spawned she was by the tree on top of the knoll where the spider roam.
I got the cutter it's yellow to lvl 14. I kinda feel let down doing this quest with all the waiting I had to do.

Everyone just keeps repeating OVER BY THE SPIDERS OVER BY THE SPIDERS ..you know what ***** THE
F*%&#$@ING Spiders This chick is the slowest possible pop in the whole history of the whole freaking WORLD (any world) I HATE THIS QUEST...I have wasted practically my whole time as lvl 13 doing it and I agree with Casteel

At least not if your the type that don't have tons of free time and nothing better to do, or don't mind waiting hours on end, killing greens and some blues, waiting for a spawn that just don't happen. Errr, don't happen more than once a week that is.
I completed the quest with an Infiltrator. Total waste of time. Don't get me wrong, nice sword for 14th level and all. But I was on this quest for a week solid. I'd fight bloated spiders for hours each day trying to get that Webweaver ****** to come out of hiding. After several appeals, a wasted week of DAoC, and leveling 2 times (that's right! twice!) on mostly green cons, she finally popped. Needless to say, I offed her with a bloodlust never before seen on the face of a guy sittin in front of his puter.
After wiping the drool from my chin, I of course made good speed back to Camelot and gave the headband to Gaevin. Of course, in my mind, I didn't just hand it to him, I shoved that think right up his bloody !@#$%^&*. I got the sword, still yellow to my new 16th level, but I expect it'll be blue pretty soon.
All in all, I'd like to had that time back. I could've been roamin the battlegrounds with a better sword dropped from some higher level mob in the time it took to complete this quest. I say again, "NOT WORTH IT". The only reason I kept goin, hour by hour, and day by day, is cause everytime I thought of leaving I got pissed at all the time I'd already spent trying to get it. Had I not gotten it, I don't think I could've went on.
O well, I know some of you have had better luck than me, but I'd spare everyone what I went through if I could. So here it is. You can heed this advice or take your chances. I've done my job in warning you.

Like East West North South of the Arachneida spider camp. Is she spawn in the camp or wander by it if anyone knows? I havent seen her for a long time and Im getting tired of looking for her.

i got this quest at lvl 13

I have read the info provoded below standing at the right location with bloated spiders to the north of the green wich and large bloated spiders to the south of the green wich i have camped this spot for days now runned around like crazy logged in early in the morning, in the day and in the evening but she's never there does she ever spawn or is this quest really bugged?

I went to the right spot, loc 50xxx, 29xxx, tons of bloated spiders around. I began killing spiders. After a long time of killing spiders I started counting. I killed 52 more spider, Ciraran did not show. Arachneida showed. Killed it. Killed more spiders. Ciraran did not show.

I gave up. In the time it took to do this quest I could have leveled 2-3 times in a good group. It would be faster to ding to lvl 20 and find better random loot than do this piece of crap quest.

Many quests in this game are retarded. Make them challenging. Dont make it so you have to stand around for hours. Mythic apparently believes the way to squeeze money out of the pay by the month scheme is to make the game as slow and tedious as possible. But if anything makes me quit it will be the sheer tedium.

Oh and dont tell me to be patient. Like i said I killed close to 80 spiders over multiple day/night cycles, roaming to see the spot from various angles.

When looking for Ciraron Webweaver, make sure you are at the right spider spawn location as there are 2. There is one just west of the keltoi dungeon next to the druid ring where the "Green Witch" is. There is a stone pillar where they are, and these are large bloated spiders - this is NOT where Ciraron Webweaver is.

She is at the other spider spawn which has been mentioned below by other players. It is still east of Caer Ulfwych, but farther north than the other one, and indeed is in the trees on a small hill. You will know you are at the right location, as the spiders there are just bloated spiders (not large). You may have to killed a number of these to get her to spawn, but she did after about 10 minutes for me.

I made this mistake and was getting frustrated too, till I realized there might be another location, and read the information provided below.

This is rediculous, I shouldnt have to wait around for hours for a quest NPC to spawn. I did enough of the crap in EQ. I am waiting for Webweaver. I am litteraly standing in the middle of bloated spiders and next to Arachneida, with stealth on looking all around for that stupid lady. I dont see a dang thing. I am not going to stand there for hours scratching my butt waiting for her to spawn. All I want to do is get the quest item and get on with the freakin game! I cant wait for a game company to actually make questing fun for a change.
