I found Tas (gray to a level 22) at 58k, 51k Gotar zone. When Tas was killed, no item was dropped and no posted message on screen regarding a quest completion.

Ta seems to spawn at 61 47 after killing a dozen of cats.

there were lots of cats around there, but not Tas. So I killed a bunch of them and eventually Tas spawned. Conned Blue+ to a 11 SB.

Saw the cat and killed it and got the boots. Didn't even know I was on quest. Just a named cat. Same area as Ick and Twach.
