Do you need to be only lvl 14 to receive them? I started huntin Mud golems and grove nymphs like mad since I am in lvl 16 (now 17), but they dont drop for me!

I want them :(.

You can try to go to the Welsh Hobgoblins in Llyn Barfog. I was item farming for Bloodied Leather, and I came across these Lightfoot Boots. The lvl's you should be in order to kill things there should be about 18 - 22. It did take me a while to find that piece. It is NOT common.

Grove Nymphs do drop them

To my surprise I got these off a grove nymph near the river in Salisbury. The quickness is +7 on mine though...

Other mobs drop these too
