It was originally +3 quickness but a recent patch changed items to be worth 50% more so it is now +4 to quickness =)

I've had this cloak only a week or so and I'm already getting warnings that it's in need of repair. My tailoring is 200 but it tells me that I cannot repair the item. Is it impossible to repair magical loot like this at all or do I just need a higher skill?

This cloak is initialy colored a bright red, but accepts cloth dye rather well. It is also very easy to get.
