RequiredI too couldn't get the quest at 33 but I got the kill task at 34.
One thing to note is the name of the quest. Its "Bright Illuminated Gems" not as stated above which can be a bit confusing.
We killed lots of the tattered pdcts but the drop rate seems to be a bit low.
Got 4,161,277 exp. pts. for the one gem I did turn in as a level 34 Mercenary.

I see you've come to old Tondbert for some armor, have you? Or, perhaps you're here to seek a little [rabble rousing], eh?" Tondbert Brewer says, "Well, there is certainly some rough housing to be done. You look like [just the sort] who'd enjoy a bit of travel, perhaps around the countryside a bit?" Tondbert Brewer says, "Seems that some old dead cabalist's servants are getting the better of the area. They're terrorizing the countryside and hurting travelers. Say, I'll even make a [deal] with you if you're heading there." Tondbert Brewer says, "There are these gems that power these tattered products that I'm very interested in. At level 33 wizard, I couldn't get this Kill Task. Tondbert Brewer wouldn't talk to me.
