Bilal and his flock were off to the right in the water where the river dumps out into the sea. They appear to have been permanently stuck in this location. I traversed the entire river and did not see them roaming, finally found them when randomly searching. Easy for level 50 hero to farm

Also, be very careful of the spiders nearby. They have a huge aggro range and chased me off several times when en-route to the location of Bilal
