He is in the NW hall, there is no NE hall at Ferestro.

He also droped the evading mytharian that gives a mythical bonus of 4 to evade. I tried it out and it really does help. One thing I noted is that he was a purple MOB to me as a lvl 50 hunter then next time he was red
