So I was reading about adding the new license for ps3 cause people accidently transferd their accounts to ps4,
and i was wondering: if i add new service account and buy a new license for ps3 on the 2nd service account,
will i still have access to my old characters??

If I'm reading this right, the answer is negative.
Characters are locked per service account and cannot be transferred. If you purchase a separate service account, it has 0 characters on it.

If you transfer service accounts from PS3 to PS4, what you have basically done is upgrade your licence from a PS3 licence, to a PS4 Licence. What you will need to do is purchase an additional PS3 licence and tie it to your account. This is the only way you could access your characters on the PS3.
Basically, you can add licences to your existing account buy purchasing more retail versions of the game. This is how I can access the same character pool on a PS4 and PC. But for the free upgrade, you forfeited your rights to the PS3, so, iirc, you just need another PS3 licence.
