With regards to how I went about doing the actual quest...
I started the quest a way long time ago, probably around 7 months or so back, and kinda dabbled in it here and there, up until around 1 month ago. I had turned in nearly 2200 moats in that time, nearly all of them were fished by me.
At this point nearly 1 month ago, my most recent gardening crop had finished, and I noticed my gil totaled 1.7 million. That was when I decided "***** this crap, I'm getting this quest done >_<"
So, I started buying all the moat carps I could find on the AHs, in addition to attempting to try to fish at least 100-120 moaties a day (the limit per day is 200 I believe, but I noticed that after around 100 moaties or so you started hooking way less fish and way more rusties/mobs). In doing this, I finished the 7800 or so carp I needed in about 2 weeks of constant work. I suppose that all in all I fished approximately 3000 moaties and bought the rest. The buying of 7000 carp set me back around 1.4 million.
Given that the rod is valued at what... 3.5 million?... and that I've already made over 800k back with the rod in less than a week of owning it (it would be more if it weren't for school!)... I'd say it was well worth the effort it took!
All in all, I'd say if you have the ability to finance the rest of the moats you need without completely breaking yourself, go for it. It's a lot more fun to burn the gil and get the money back with the Lu, than it is to slowly and painfully save up for it over time.

I might recommend trying La Theine Plateau (in the southeast corner of the map there's 2 lakes, you want the one that's at a lower "altitude"), using a carbon rod and insect paste. The paste will either catch moat carp, or dark bass... the moat carp can go toward some pocket gil or Lu Shang credit, the dark bass will provide skillup, up to level 37 I think.
Keep in mind I did this prior to the fishing update... I couldn't guarantee that this place would still suit your needs.
