I do believe they are 6 quickness, and for why it is broken up. If you are too low a level to actually gain the full benefit of wearing these, you start getting the stats top -> down. so you will get 3 points of Quick, then 3 Dex then the last 3 Quick. This would stop a level 6 from using them for 6 point of Quick.
