Hill Scrags just North East of Excaliber drop this. A small stone hut is home to about 6 of them. The only appear at night (same times as the gytrash). Oh, and the cloak is +3 to both stats.
These guys con yellow to me at 42 and are a pretty easy kill (i'm an Armsman).

This cloak is actually dropped off of hill scrags in the Pennine Mountains... at least, that's where I got mine.
