Dull as in the weapon only has 80% quality. It is far worse than a player crafted weapon of the same level which would have 90-100% quality. The key is to find a player who can actually make weapons of this level.

I had one of these drop for me at lvl 29 in spin not 36 and the group i was in was 27-31 lvl range
I have seen 3 of these drop in the main room off thralls in about a 3hour time frame. Have not been awarded one yet, but i better be soon.

Think they're implying dull as in "not shiny". ;)
