When I submitted those to Alhakzam I submitted too from where they were coming.
Not my fault if the folks from Alhakazam decided not to post this information...
These legs are the reward for doing the West Wind quest for a hero(quest start at lvl 38 from speaking to Barfhion in TNN)...

That's because it's a Quest item, genius. Doesn't drop off spawns.
Handed out by the Wench in the Bar in Tir Na Nog. Have to be 37 or 38 to even receive the Quest I believe, and the end item is Class Specific.
I.e., Hero's get something, but Druids get something else.
