Which version are you on...American servers are several versions ahead and most items were buffed back in Feb.

Seen it drop about 6-8 times, but I have killed alot of trows, djupts, and deeplurks. Also the stats are now 10 str 10 con. I wear one myself, and yes, it does rock :)

I have found these to be fairly common in the lower areas of Spin. I have run across three so far in about a week of playing.
