It is a quest now and the NPC is called something like Tiria/tiaia/tinia/???. If she starts talking about the veil touching down and stones you know its the right one.

Is it a quest now, i killed him a few times and didn't get it. On warcy it states that its a quest from an NPC in Mbeo, if it is, what is the quest called.

Where in collory do you find him? The evanescer spawn all over...TIA!

He spawns in an area East of the lake with aughsky's. There is an area up past the Irewoods that has a cluster of rocks. Empyrean Guardians spawn there in teh day and the evanescers/phaeghouls spawn at night. He spawns in there randomly at night.

Eugor did drop this to a 36 ranger.

Eugor is a named evanescer in Mt. Collory. This is a one time only drop lvl range ~36-39 (i'm assuming caster only although I could be wrong). The cloak has a special pattern very different from the Regalia and can be dyed/emblemmed while retaining the pattern.
