it does indeed glow, but only when you cast or attack with it.

it may have glowed at one time, but it no longer does. it's a red batarang on a stick, no glowie tip. if you're buying it just for the particle effect, you're about to blow your money. if i hadn't only paid 200 gold for it, i would probably cancel my account in a fit of rage :P
